Understanding Custody Transfer Flow Meters in the UAE: Accuracy, Certification, and Compliance

28/09/2026

In the high-stakes industrial operations throughout the UAE, the transfer of liquid energies becomes an exchange of money large volumes of refined petroleum, jet fuel, liquefied gases and specialized chemicals go through the regional infrastructure. In such transactions, the discrepancy even in the fractions of measurements becomes a profitable or financially unfavourable outcome in commercial transactions. Custody transfer serves as a measurement at the highest possible level, becoming a cash register where the mechanical and electrical engineering determines the financial value.

To reach such high accuracy it is necessary to understand perfectly the principles of hydrodynamics and of the physical measurement. Custody transfer flow meters need to stay accurate despite the harsh environmental changes, like the high temperatures and humidity characteristic of the Arabian Gulf. Positive displacement meters are used to do this, having specially designed parts, in the Liquid Controls M-Series equipment uses three synchronized rotors to accurately measure liquid flow with minimal or no metal-to-metal contact. At the same time, the mass-based meters like Coriolis meters use one or more vibrating flow tubes. As fluid passes through the vibrating tubes, Coriolis forces produce a measurable phase difference or deflection, which is used to determine mass flow directly. Both physical principles can be applied and each one has specific engineered qualities to operate reliably under continuous, high-volume throughput while maintaining the required measurement accuracy within their specified operating conditions.

Regulatory environment related to fluid measurement and its transfer in Dubai and the UAE in general is intentionally very rigorous because the resources involved are of a high value and thus need protection. Compliance involves UAE legal metrology requirements and relevant international standards such as OIML R117 and API MPMS, with ATEX or IECEx certification applicable to hazardous-area installations.

The complete custody transfer system is comprised of various types of equipment harmonizing with the main meter. Air and vapor eliminators are important for eliminating entrained gases and helping remove entrained air or vapor so that the meter measures the intended liquid phase accurately and consistently. High-capacity strainers are installed upstream of the system to remove particulates and debris that could damage or impair downstream metering equipment and thus protect it from damaging fragile components. The preset valve controls the flow rate and can be configured for staged flow reduction to help minimize hydraulic transients during flow termination. The electronic registers perform the temperature compensation automatically, performing temperature compensation and calculating volume at the applicable contractual or regulatory reference temperature.

To cope with the complexity of measuring fluids, considering the laws of metrology and regional standards of the area requires having the right partners who will be dedicated to precision long-term.
